Which one should I get? Napoleon or empire? Also is rome total war still "playable" ie graphics, does it work with 64 bit win 7, gameplay and how it fares againts empire and napoleon.

Personally, Medieval 2 is my favorite, Empire is fun, but I could never get into it for some reason. Dunno about Napoleon, but Rome is still pretty fun and technically ok
Medieval 2 is the best that I have played(all of them except Napoleon). If Napoleon is anything like I hear it is, it's basically a smaller Empire with bug fixes and tweaks, some of which can be alleviated by mods for Empire.
Going from experience, I can tell you that until Empire, all the total were games were pretty much just better versions of the previous one, keeping the same basic formula but improving. The difference is that Empire requires a lot more management on the campaign map, and there are very indirect ways of crippling an enemy as opposed to Medieval 2 where you just need to destroy their armies on the field of battle. Also, the battles in empire require a lot more micromanagement due to 18th century warfare.
I liked Medieval 2 the best, because it was basically Rome: Total War but better, and with many factions and a tremendous modding community. I would have loved Empire just as much if not more, but it crashes every few hours. I also think that Medieval 2 is more war centric and that medieval warfare just looks a lot more interesting on the screen with castles, knights, pikemen, archers, etc.
If you do get Medieval 2, get it with the Kingdoms expansion pack, as it adds 4 different campaigns to the game, as well as many new factions. Also, lot of the top tier mods for the game such as Third Age Total War (LOTR-total war style) require some of the new features implemented in kingdoms.
I would agree on Medieval 2. It has a bigger variety of units. There was a mod for Rome Total War making it more realistic called Europa Barbarorum. They are making on a big update for it for the Medieval 2 game engine. That means buying Medieval 2 will give you Rome as well. I think Europa Barbarorum 2 (Medieval 2 version) is still in beta testing, but if you are thinking about the future Medieval is the better choice. As far as Napoleon vs Empire, Napoleon has more than enough content for the price (only $40) and a much better game engine. Better graphics, better AI, better campaigns, less bugs. It's pretty much better in everyway unless you really want to see colonial America (America is not in Napoleon).
Rome is still my favorite Total War game and it's definitely in my top 10 of all games I have played. Actually just started up a new campaign last week and that's all I have been playing since. Medieval 2 is really good too, pretty much improved everything from Rome, graphics, ai, gameplay etc. I think I just like the era of RTW more though. I could never really get into Empire all that much, probably only played 15-20 hours (compared to well over 200 on RTW and 100 on Medieval 2).
