Civ is great, and although I absolutely love Hearts of Iron II, its technically a Real Time stategy game, although tactics play a much bigger role like in a Turn Based game.
final fantasy tactics, for ps-one.
apparently the remade 'gba' version is based on arena battles where they limit your gear/classes/abilites every battle.
The origonal had good story, and amusing features, like you could send some of your party members out to do diplomatic relations, or to participate in a war, and they come back with experience and cash. you could tame animals and use them in the battle, and there were amusing skill trees.
I personally love it cause me and my friends divi up the characters, and command them ourselves, by passing the controller backa nd forth. :)
I absolutely love and hate civ IV. Its very addictive and amusing, but its so hard to sit through an entire game, as i always start at minimal tech.
There are those 'fire emblem' games. where you choose the weapon you want to attack with, in accordance to the triangle effect. (1 beats 2, 2 beats 3, 3 beats 1). but they aren't that amusing.
There was some lame one that was released for the xbox live arcade. You are bugs in it...
Gladius was sweet. You build up ur team of gladiators, and mythic creatuers, than travel from town to town to take part in the gladitorial games. Very amusing, and the combat, although classic dnd styler (maker ur move, thenmake ur action) the attacking relyed on timing to pull of crits and crap. (some meter filling up, and u gotta smack the button when its in the crit zone, or hit zone, else u miss)
One that is not well known, but I find quite fun (despite a few small technical and gameplay flaws) is Gary Grigsby's World at War. It's a WW2 game with a lot of plane, tanks, and infantry combat on a backdrop that reminds me of Risk.
Rise of Nations and the Total War games incorporate a good amount of TBS mixed with RTS for those adapting to the TBS idea and looking for a smooth transition.
Someone above metioned Hearts of Iron and Europa Universalis. These aren't turn based. They're continuous time.
Here are some recent turn-based games that I consider to be good.
Combat Mission: Beyond Overlord
Combat Mission: Barbarossa to Berlin
Combat Mission: Afrika Korps
Fantasy Wars
AGEOD's American Civil War
AGEOD's Napoleon's Campaigns
War in the Pacific
Uncommon Valour
Silent Storm
Armageddon Empires
