I'm having a host of issues, but this is the one I'm working on now. I am booting into BIOS. While in BIOS both of the optical drives are on (lights showing), but neither will open. I know the gears can go bad, but two at once?

Am I right in thinking I don't the OS for them to open? They do open and close fine using the paper clip method, so I know they are not jammed.

Is it possible for them to get enought power to light the LED but not to open?

They should respond to the power button on the drive regardless. I have repaired or tested drives on a PSU that wasnt even connected to a computer at all.

Just recheck the connections. If your PSU is functional enough to get you into the bios it would have enough power to operate the optical drives since they require next to no power to operate ( open and close while not in use etc etc ).

If they are sata drives make sure you connected both the power and sata cable to them.

They are both plugged in, I know because the lights are on. Is it possible they both failed at the same time?

I have the same problem with my older computer. The drives wont open. Though, on rare occasions one of them does open up and works properly. I don't know how to fix it, but the technician store near my house said they probably are failing.

Never heard of drives not opening, and they should open regardless as long as they are being provided power. You don't have to be in the OS just to open them, they just need power in order for the button press to tell the drive to open. But from the sound of it, the drives are faulty, if you can't try a 3rd drive it could be your PC build in general.
