I've had the same problem, and I can't figure out how to delete it at all. It says it is in use by another program, but there is nothing using it...

There's a program called Unlocker that may be of help to you. It should help you determine what process has the file locked and will try its best to unlock the file so you can delete it.

First try booting up in safe mode. Then try deleting the file. To do this, just keep tapping the F8 (?) key while the PC is booting up. Not sure about the key since I haven't done it in a while.

If this doesn't work, then try the UnLocker program mentioned by a prev poster. I've used it and it works pretty good.

When you tried to delete the file, get denied, and then got the Unlocker dialog, did it happen to tell you which process the file was attached to? Because Unlocker should be able to unlock any file attached to a dead process.
