I just don't understand RAM timings and all the other stuff related to them other than RAM type (DDR2, etc) and speed 667, 800 MHz, etc. But what's buffered and unbuffered memory, and so on?

Can someone explain these things to me?

Is it true that using 4 GB of RAM in 32-bit Windows will read only 3.5?

yes but with 64bit you can reach up to 8 gigabyte .
