my pc currently has the ati radeon hd 4250 video card. I am aware that this video card is terribly obsolete for gaming, so how would i go about upgrading to a higher video card. Is it possible to simply add on memory to it, or would i just need to get a new video card all together? i can't quite say what games i would be playing, but most of them would be out of the range of this video card.

You need to buy a whole new card altogether. List the rest of your system specs so we can give you an informed decision of what to get.

my pc model is the acer am3450-ur3op, and i don't know what the power supply is. I am willing to go 60, maybe even $80 for a new video card if it will last me. Any ideas or recommendations would be really appreciated, as i don't know much in the way of upgrading video cards.

Its got a 300watt PSU, you will need to replace that as well as a new GPU, look at spending $150-$200 for both.

your power supply is unfortunately very weak and doesn't give many options. This is your computer in the link below right?

I say a radeon 5670 should be able to squeeze through, but its best to ask for a second opinion on that one. If not that then you can go a bit lower to either a 5570 or 6570. All of these cards are not for high end pc gaming, but it will be way better than what you have right now and can probably run most of todays games on medium at least.
