I was going to get a new VGA cable but my cousin told me that my laptop had a weaker video card, and I wouldnt be able to connect to my HDTV through a VGA cable. My video card is a Mobile Intel(R) 4 series Express Chipset Family, can anyone tell me if i would be able to use a VGA to connect my laptop to my HDTV?

Depends if your HDTV has a VGA input.

That's a VGA output, not an input on the laptop. I assume that by RGB you mean component? (please clarify)

Any VGA card can output to a display with a VGA port. What your cousin probably said (or was trying to say) was that your video card cannot display HDTV resolutions. An older video card lacking video RAM might not be able to display the full 1920x1080 or 1366x768 that your TV supports, but that doens't mean you will get no picture at all. You can still run it at a lower resolution in most cases because typically HDTVs support PC resolutions over VGA, DVI or HDMI in addition to HDTV resolutions.

If you are referring to a component video input, there are cables you can get that run VGA to component (but not the other way around). At a minimum you should be able to output at 640x480, depending on your OS.
