No, this problem persisted long time ago. Also why this peculiar thing did not happen in Age of Empires III ? It happened many times in many games especially ones which support hardware transform and lighting and pixel shading.
I ran Age of empires III in my PC and it ran slow but did not show this peculiar message. When I ran AOE III for first time it gave message - "your video card is not supported for this game. Are you sure you want to run the game ?" I clicked "yes" and it ran though slowly. At times of ship battles it hanged but still ran bit more slowly but never showed the pculiar message in between.
But when I ran warhammer in same PC the screen freezes and message pops up - " driver ialmrnt5.dll stopped responding suddenly" and then screen freezes !
Try updating your Onboard video graphics driver and see if that works by going to the manufacturers website to download the latest drivers.

I did the same thing for the dell laptop and it was internally damaged and could not be repaired. I would not like to take this risk as it can make the matter worse.
I don't think it's any problem you can solve without getting a new video card. Even if it would load, I don't think it would be playable.

Can OpenDVE or ViDock solve this problem ? Is this unavaibility of AGP texture acceleration which is allowing this to happen ?
Why same thing did not happen with Age of Empires III ?

Because they are different games.
And I don't know, I've never used them sorry.
Edit; ViDock probably could, but I've never seen it in action and have no idea how it works.

For example some devs when the say minimum Cpu 1ghz they mean the game will barely ran on that Cpu. Others mean the game will run with decent speed ( frames per seconds ) . Different devs have a different grasp on the minimum requirementsbecause its a different game using a different graphics engine. System requirements mean squad . He meant "squat", slang for **** (the four-letter word for feces---from the posture often assumed in producing it), itself slang for "nothing". Only a game programmer could answer your question. I guess the one game calls a function that the other one never does. The requirements are a crude estimation of the hardware that will enable the game to be played at all. The matter turned from worse to worst as on running Warhammer using this software , the screen "blacks out !"

It may be as simple as your graphics chip being too old and simply too weak.
It cant handle the games you are trying to play and thats why its crashing.
Get a graphics card.

Will updating of the video card driver help ? Also can the softwares or tools like OpenDVE or ViDock solve this problem ?

The thread you linked is 4 years old and even in 2008 your graphics chip was really never meant for playing the games you mentioned.
