Make sure your onboard video is disabled in the BIOS.JP_Russell
I Don't need To Disable That I Don't Think. Plus The Drivers For That Were Never Installed On This Comp
Still Doesnt Explain Why Everything Else Has Said 1.2 GB RAM.

Did any of those places showing your VRAM mention anything about Dedicated graphics memory, or shared system memory? That is what it is, just saying what you PC could use with it. Which really does not mean much.

It doesn't matter. If you don't disable it in the BIOS, Windows will detect it as an active hardware device. You always want to disable any onboard device when you're using a discrete solution instead, because it can create strange issues or anomalies like this.
Make sure on-board GPU is disabled...............X360PS3AMD05
It has nothing to do with on-board graphics.
Kakashi_132, go to control panel, then Performance Information and tools, then click View and print details. On that page you will see the Total GPU memory, dedicated, and shared. That should help a little.
