With very few games being released with DX10 for it in the next couple months, Vista having trouble with numerous hardware drives giving lackluster performance, adding nothing really needed or new in the interface, and along with $100 price tag for upgrade doesn't seem like its worth it.
All benchmarks have lead to show me that Vista still has a relevent performance hit in games over XP.. This is the complete opposite Microsoft promised by claiming a unheard of 60% increase in performance in som eplaces.

Most of that lackluster performance you speak of is mostly confined to certain devices as of right now. Most of the problems encountered have been mostly driver, and as of late they are pretty much an Nividia problem not Microsofts.
Creative has done some good things with thier release of the ALchemy set, and ATI has been on the ball releasing drivers monthly, and doing a remarkable job at the level of quality of thier releases. Logitech, has released thier G15 keyboard 32 and 64 bitdrivers so the LCD miniscreen and hotkeys setups now work flawlessly.
I will agree with you that Microsoft didnot complete thier endandther is not that 60% performance increase, but Vista even with AERO has not given me any degradation in performance, in fact my games do load up a bit faster, and I don't have any problems running my games, even in a 64 bit OS.
I have never took stock into any company's promises until I see the actual results upon release, its foolish to take anything at face value especially when there is a price affixed to it. That's why I am not really going to put all my eggs in one basket for Crysis, Quake Wars, or any exceptional new release. When those products come out then it will be noted whether or not they accomplished all they promised.
