Try the MODs listed in the "Make it Pretty" Oblivion feature here on GameSpot. They really improve the graphics. Apart from that and Oscuro's Oblivion Overhaul, another must have is the BT MOD which fixes the oversized menus and map.johnnyb47BT Mod where do i get that bro. i could really use it

Qarl's Texture Pack 3...it will literally double the detail of most of the textures in Oblivion, truly beautiful (although I dont know if that would make a difference with Shivering Isles as the textures are new). I also recommend realistic weather, grass without tiling, clear water, etc.
Also, if you have 2GB of memory and a dual-core processor, go to tweakguides.com and fiddle around with the oblivion .ini file.

The game strains pcs already and you wanna make the graphcis even better?

It is possible to up the textures on the LOD ones with minimal effect on performance. Just don't get the completely decompressed ones. However, Qarl's is pretty demanding and I think there are some less demanding versions of that mod."Firstly, an introduction. The items, spells, and sigil stones you get as rewards for many quests in the game are scaled to your level. Some of the these rewards are among the best items in the game... but only if you do the quest at a high level. Otherwise, you get stuck with a scaled-down version, often one that is no good later in the game, and lose out on one of the best items in game.
For example, if you were to get an item with level 1, 5, 10, and 15 versions at level 4, you would get the weakest (level 1) version. Normally, you are stuck with that, and the higher versions of the reward, often among the best items in the game, are lost forever. Same if you do the quest at levels 5 or 10 - you still lose out on getting the best item. The only way to get the best item is to do the quest at the latest time possible.
This plugin, however means you can do the quest at any time, as when you go up to the level for a different version of the item, the item is upgraded to that version. Now you aren't punished for doing a quest too soon.
For example, the Escutcheon of Chorrol shield. It has level 1, 5, 10, 15, 20, and 25 versions. If you do that quest at level 10 (or 11, 12, 13, or 14), you would normally miss out on the level 15, level 20, and level 25 versions. This plugin means that when you reach level 15, if the item is in your inventory, it is upgraded to the level 15 version. Same at level 20 and level 25. You don't miss out on the high-level versions.
You don't have to have the item on you at the time you level up. If you don't, it will be upgraded the next time you pick it up and leave the menu (note that there may be a small delay before the updating script acts)."

The Natural Environments mod, and the No More Annoying Messages mod are also good to use.

No more looking at soup in the distance. Qarl's is worth it if you can run it fine that is. If you search through the top downloaded mods on TESSource you can find the best mods including the ones mentioned earlier: BT MOD, OOO and etc. There will be a LOD texture upgrade and a LOD image map upgrade for the shadows.

There's a UI mod that expands the size of the iventory selections as well as the map onscreen. Also, the "Harvest" mod is great if you're an alchemist. It modifies or removes the artwork for plants and mushrooms so that you can tell when a plant has already been harvested. Unforunately it's a map mod so it won't affect Shivering Isles.

If you have a low-end machine (2.4GHz Pentium, 1GB memory, and a 6600 card, for exmaple) then yes it will make it suffer. However, there are varying degrees of texture detail. There is the medium replacement which I think is 2048x2048; these would be good for a mid range machine, and there are 4012x4012 (some size like that, dont know exactly) replacement textures which are better suited for a high-end machine.
I have a Core 2 Duo E6400, 2GB memory, and a 7600GT and dont notice too much of a difference in terms of smoothness, and thats at 1600x1050 with HDR and stuff on high (except shadows, but I turn those to low simply out of practice and habit carried over from my old rig).
I also used Qarls Texture Pack 2 (a previous version) with my old machine and it ran fine at 1024x768. The specs were P4 2.8GHz, 1GB DDR memory, and a 128MB 6600 card.
Also, keep in mind that the texture pack is a massive download, in excess of 2GB I think. So if you have a low end machine, you might not find it worth the trouble and time of downloading it.
And as usual, before modding anything, MAKE BACKUPS! If you have the hard drive space, I highly recommend just copying the whole Data directory. This way it will save you the trouble of reinstalling the game: if something goes wrong, just copy and paste the original Data directory (that you saved) over the new, modded directory.
