Ive got a $1000 budget but Im willing to exceed that if necessary. Whats the best i can get, minus a moniter?

Do you have anything to start with.....case....memory...optical drives....HDD? Or are you starting from scratch?

You can change the cpu to a E8400 or other to save up some money.
