what do I need to have to watch tv on my computer?

There are many options here.

1) Use web TV like Zattoo - there is a limited selection of channels.

2) Slingbox - broadcast your normal TV signat to your computer.

3) Buy a tv tuner card for the PC.

The tuner card allows your PC to act as a DVR, so you can record shows.

is slingbox free?. Also is it in any way illegal / will i get in trouble with my isp or cable service privider?

No, slingbox is a hardware box you have to buy. But it is legal.

meh, so it's basically a tv tuner? What does the tv tuner actually do other than record vide and watch what's on my tv

1 more Q , does the tv tuner record pc monitor (like when i play games) and doesn't interfere with performance like fraps?

I would go with a TV turner card. You can also record your game play.

Well no, Slingbox is not only a TV tuner. If takes the output from your cable and streams it. You can watch your TV channels from anywhere as long as you have a decent internet connection.

A normal PC tuner card in your PC will allow you to watch and record shows. Not much more - I think that Windows Media Center will allow you to stream some content to a 360 (if you own one), but I am not sure about this.

That really depends on where you live and how you receive your TV (antenna, cable or satellite)
