I could get a graphics card but i figured that if it was 1 GB intergrated or 1 GB vid card it wouldnt make any difference, apart from the vid card having the latest technology, which i dont think oblivion would need. even so, if that was the problem, i dont think it would cause the ammount of lag i get.anair4
Believe me, integrated graphics is not anywhere near good enough to run Oblivion, and it is without doubt why the game is running badly. Same with DoW2, and 99% of games made after 2002.

Integrated hardware uses very generalized hardware (to save on power consumption and production costs) such that in order to do the desired instructions would take several more cycles. An actual discrete video card however has specialized hardware that won't have to take the extra time to do the same things. integrated graphics is the worst thing to ever happen to computers.
You will never be able to run any game decently on integrated graphics.
