What game requires the most strategy (and is fun)?

Is it true that it's Civilization 4? In most RTSs it just seems to me that the most important thing is memorizing base build orders and rehashed strats and micro are basically what cause you to win, with actual strategy being minimal.

most TBS require much more actual strategy than RTS. I agree that it's mostly about optimized build orders for the RTS games.

I'd go for a Total War game if I were you. They require a lot of strategy.


While many might disagree, my favourite game in the series is Empire Total War.
