what specs can run most games on medium without any lags?

my budget is around the 500$, 600$ if it includes OS and a Screen (i already have a mouse+keyboard)

ps, im not in the US nor in EU, so... just give me specs, i can get the comps myself

i previously own a i7 920 3.2ghz, nvidia gtx 275, 6gb ram. This spec can run medium settings in most games with no lag.
Although i wouldnt suggest getting a nvidia gtx 275 as its getting old and dont have much years headroom. I mean it still performs well with current games but really you should look at gtx 460 for within your budget.

or if you can save up extra $300 and get yourself a nvidia gtx 660ti or amd 7950 and you can run most games at max settings with 60fps

I would look at something like: Amd 965 be 4gb of RAM Amd 7770 I havent checked prices but that should fit the bill - if you still need cheaper then look at an amd apu system, i would suggest the a8 5500 as the minimum with preference for the a10 5800

Amd 955/965 Gpu - AMD 6850/6870 if you can find one or else 7770 ( just a hair slower than 6850 but alot more power efficient ) A decent 400-450W power supply 8gb of 1333mhz DDR3 ram any 500gb hard disk A decent $70-80 AM3+ mobo from gigabyte/Asus/Msi

If you can add an amd 7770 or at least a gtx 650 and still be around $600 then yes . That geforce 620gt is the lowest of the low. Even integrated graphics cards are faster

It isnt bad on paper, but in turn it will mean cheap ass mobo, psu, RAM and case. Do you want Pre built or are you happy building yourself?
