A used computer. Your best bet is to check out ebay and find some dude selling his computer. For $400 you wont find any new computers worth a damn for gaming...

does he need a monitor? www.tigerdirect.com will often times have deals on there home page advertising NEW and Refurbished PC's from $399 and under. I think right now they have a pretty decent $399 machine up for sale, not really a gaming machine but a little extra ram and a video card could fix that.

Newegg is awesome site, but $400 is simply not enough to build anything worthwhile.

It all depends. Do you have any spare parts? Like a case, extra dvd rom, power supply, display? Or do you pretty much need everything?

If you can, it would be better to just upgrade an older computer. It would cost less and you would get more bang for your buck.

I would recommend either saving the money or if you need to buy something now, try eBay.  I bought a computer on eBay last summer for $35 that had 256 MB RAM, 733 MHz processor, CD-ROM, floppy, and came with Windows 2000 Pro.  The reason it was so cheap though was that the video card was an integrated piece of crap with like 4 MB VRAM.  With $400 though, I bet you could find a decent used rig that could play games like Starcraft, CS 1.6,, maybe even recent games if you find a really good deal.

If you wanted it to be for new games then that would be enough for the graphics card and the power supply only...

I think even if you bought a used 400 dollar comp it wouldnt be very good.

If you doubled that money you might be able to buy something decent from New
Egg.  That's if you know how to build a PC?

Anyways, good luck to you and your little bro.

Watch www.craigslist.com in your area (if you have it) for parts. Watch www.slickdeals.net for deals on free after rebate cases and other components (for instance you can get an Ultra Wizard for free after rebate from Fry's right now). Check ebay listing frequently, and be willing to stay up late to bid on stuff that others are in bed for. My point is, you're not going to get all new parts for that kind of change, but a computer can definitely be built for $400. I just rebuilt my computer, and after rebates and stuff it's only going to end up costing me perhaps $200. But I used quite a few leftover parts and stuff like that. If you have to buy an old crappy machine out of the classifieds for $50 to scavenge disk drives out of it, do it. Good luck, man.

I can try to configure something for you on newegg. But, what do you allready have that you can reuse? Do you have peripherals? Monitor? Speakers? A case? etc...
