IMO, it would be Oblivion.

i cant really think of anything brilliant about oblivions AI. i know it had that radiant AI business but it never really made a huge difference imho. i saw very similar things 8 years before it in outcast (ppl chatting, working, having a schedule and also being aware where certain characters were and all that). enemy AI was also basically stupid....they didnt even have an attack pattern. they just charged at ya and attacked until they died. outcast had far more sophisticated battle AI than that...and that was in 1999. stalkers AI is also quite nasty.
Swat 4 has pretty sophisticated AI. It's definitely some of most advanced enemy AI I've ever seen.
(And Oblivion's AI? Is that a joke?)
EDIT: Stalker's and Sin's are both great too.
I guess STALKER's AI. It does have it flaws but it's probably the best all round AI that can do many things in a realistic manner.
Oblivion's AI is kind of bad. It only has one good thing, the work/rest schedule that the AI uses. But this is nothing new. And it hardly makes a difference in the gameplay.

Not at all. People like Oblivion because it's popular and relatively mainstream. Then there's the other people who played Morrowind and expected a sequel, not a downgrade.

SWAT4's AI is pretty underappreciated. It's some of the best I've ever seen. FEAR's AI is also pretty outstanding as well as STALKER's.
I'd also like to add that Crysis also had some amazing AI. There were problems and all I know. But it's outstanding on how the AI reacted to such a dynamic enviornment.

How bout the fact that the AI is for the most part nothing special.. Every one has a set schedule.. They arn't "dynamic" like beth claimed.. Not to mention the AI for the most part can be cheese tacticed the entire time in combat it seems.. Oblivion is most definitely not the best AI out there..
fear had good AI in that it combined its animation well.
I think Far Cry for its time had great open environment AI, Crysis too has a lot of those, and better squad based stuff if you watch it closely. STALKER is a bit mixed, can be really good at times. HL1 had some excellent AI at the time too.

I don't know that Oblivion's AI was that amazing, but I definitely agree that the game itself was amazing. I also agree that people on these boards often have less than complimentary things to say about the game, which kind of surprises me since it's the 37th highest reviewed game of all time on gamerankings.
Half-Life 1 - the marines most specifically.

And Company of Heroes - the infantry at least. Who agrees on that?
Oblivion? The guards seem to be psychic in that they know when you have stolen stuff and also when they magically appear behind you when sneaking into a house - really diminishes the immersion of the game and the whole point of sneaking etc.
Not sure how many people played Operation Flashpoint, but the A.I. in that game always kept me on my toes. Looking forward to the second Flashpoint later this year but I'm not sure if it's being developed by the same team.

far cry? really? all i know about fary cry's a.i. is that the enemy characters are pretty dumb up close (while i'm hiding in a bush, they'll come charging at me and then stand in front of me, waiting for me to shoot them), and they have eagle vision (a guy a mile away will see me hiding behind a bush). definitely crysis has improved the a.i. in those two respects (at least in the demo). i agree that stalker is mixed; i encountered a guy trying to sneak up on me and the guys i was with, and i snuck up on him from behind and shot him a couple of times. he was hit, winced in pain a bit, then continued sneaking up on those guys without paying attention to me. hl1 is still great (but they're too accurate with their grenades). f.e.a.r. is awesome (and if their grenades were more accurate, they'd be near impossible to stop).

OFP's AI was pretty gnarly. OFP2 is being developed by a different team. Bohemia Interactive broke off from code masters and released Armed Assault last year- which wasn't very good. Hopefully ArmA 2 will be better.
Company of Heroes AI can be a mixed bag. On expert sometimes it can do some awesome things.. othertimes it does stupid things.
STALKERS AI can do some great things, also some stupid, but then most games have that.
Well games that I've experienced that had impressive A.I and challenging difficulty will be Ninja Gaiden, F.E.A.R and Halo C.E.
Crysis has alot of potential but the environments are just to overwhelming for the enemy A.I. to have any relevance of challenge for me personally.
IMO, it would be Oblivion.

Little secret about Oblivion. You know its AI? It doesn't actually do anything but execute scripts. If you bother to do your research rather than blindly believe Bethesda you'll learn that there is no AI, really. Every NPC in the game follows a basic script called an AI Package. It tells them to walk from point A to point B, run an eating animation at a certain time, then sleep at a certain time for a certain number of hours then repeat. Its not AI, its not complex, its the same s*** we saw for years before. A simple script. For its time, Oblivion has some of the worst AI imaginable. And its even more hilarious when they promised AI that could think and act on its own.
In fact, the "AI" i so poorly made if you tell and NPC to walk from one point to another around the corner, half the time they'll walk into the wall forever unless they're pushed past the corner by the player running into them or they glitch through the wall.

It's true. The guards will occasionally fall for the same tricks. Thankfully in Clear Sky they will utilize nades. But even you have to admit the dynamic AI gang wars are impressive.
I also wish Oblivion didn't give on up Radiant AI. It was one of the reasons I hyped it and pre-ordered it. I heard some excuses like "the A.I. started killing eachother for their own needs" and stuff like that. Bethesda is just a bunch of quitters. :P
