The Cossacks games support up to 64000 units, so you can have massive battles.  Takes a while to build up an army that size though. :p

SupCom: normally 500 per player - including structures. Officially can go up to 1,000. Unofficially, someone already got 10,000. Medieval 2: Total War: around 20,000, but they move in huge groups. Cossacks: yeah, I heard about 64,000, but do they move in big groups like in TW? I dunno.

Age of empires. You can set the max units for each pler in game, or i believe you can set it to anything you want using some editing of the game files, but your gna need a good system to get all those units on screen.

You can form units into groups (like a group of 40 riders or 36 pikemen), and form those groups together into larger mixed groups and so on - so yes, you can get organised groups moving in tandem, pick which way they are facing, and have different types of formations (wedges, columns, squares etc).

Cossacks can have tens of thousands, but that game's interface is inadequate for managing so many guys, half of them get stuck or lost on the massive maps.

You know, most CnC games don't have a population cap, but the new CnC and Generals crash if you have too many units on the field, just what is the supposed "cap," I don't know. But some other wise man might know.

I image most engines would be pretty bad for managing so many people. Most of them you can only select like 25 units at a time anyway.
