Which MMOG has the best faction based PVP?

Faction based PVP (player vs player) is when the game's community is divided to half, thirds, or more on separate sides (I.E. Good vs Evil) that for whatever reason in the game's lore, they hate each other. And in most cases, you cannot even speak with another player of an other faction. I believe this is the best form of PVP in a MMO. But at the same time, I would never play a MMOG with factions for PVE because the community to find people to raid with is devided by half or more. (MMOGs with player made factions don't count, I'm only looking for games with set factions.)

I'm mainly interested in WoW's PVP vs Warhammer's PVP. But please keep the trolling as low as possible. And please don't vote 'other' and vote for a game that just came out or that is not even out yet. :|

I honestly believe that if AoC grabs a few hundred/thousand more players it will be the best game on the market besides EVE

I thought that Pirates of the Burning Sea had an interesting inter-nation PVP system, where you complete quests to cause unrest in ports, which then become capturable battlezones, etc.
