First one would perform better, mainly because of the 680 and the 3770k.

EDIT: Why playing at 1366x768?

If you can switch out the i7 for an i5 on the 2nd build ($1257) it would be the best choice.

The performance difference between gtx 680 and 670 is not worth the extra $100-$200.

Best option would be

3570k

Decent cooler

8GB ram

GTX 670 4GB

I would have a look for a better build more suitable for you as none of them have what you actually need, also would be worth saving some money to get a nice 1080p monitor by the sounds of it, really no point in getting a 670 or 680 to game at such low resolution......................
