They're expansion packs. Like Brood War. You will need to buy them all if you want the latest online experience and the latest patch. Not to mention if you decide to get the Protoss pack only you will probably have to wait two years longer then everyone else to play Starcraft 2.
Well, considering Zerg will come out about a year and a half later than the terran while the protoss will come out a year or two after the zerg I would recommend buying the Terran so that you can get it early. The multiplayer will still be in the game and the campaign is looking really interesting and deep.
