PC specs:

4gb ram

Intel Core 2 Duo CPU E6750 @ 2.66GHz (2 CPUs), ~3.0GHz

nvidia geforce 9800gt

Vista home premium 32bit

I get around 20fps with far cry 2 on max, with AA on 2x. But i should be able to run it on 8x AA at 45-60 fps shouldnt I?

Whats wrong?

Edit:

And will I be able to max GTA4?

normal you'd need a second video or you would needed a better video card such as 260GTX superclocked and update driver to 1.80 right now
GTa 4 unknow havent' see benchmark you can't confirmate a thing withotu test as here il show you one ok ?
http://www.bit-tech.net/hardware/2008/11/25/watercooled-geforce-gtx-280-shootout/7
even the 9800GTX+ as problems on 1680x1050 which is around 10-20fps more on 1280x1024 looking more test. but it show that
and also the fact that ur cpu is weaker then e8400 is changing a little the thing maybe 5-10fps less but not sure id have to surf
try running xfire / fraps with 1.80 Drivers and see if the frame rate average is 35-45fps which is still ain't so smooth but playable
