Considering they are made using a 22 nm manufacturing process? I thought the lower TDP and die shrink would help with cooling - am I missing something?

its due to intel's use of an aguing sealing process on their cpu's. amd used to use it up until llano and bulldozer but has since jumped ship. the way they go about covering and sealing their cpu (from what i understand) isnt very good for heat management. amd saw this coming and moved once am3 as a socket was finished. intel has chosen to stay the course and improve their cpu, however the longer they delay the worse of a preformance hit they stand to cause to their lineup. (as bulldozer was focred to get cut down in order to move to a new sealing and covering process).
this is why IB runs hot and i imagine that unless intel lets the chips fall where they may on their next lineup. haswell's temps will begin to get a bit outrageous for some.
