Why is CCC lying?

I used CCC to OC my 4670.>Yet when running OCCT, Everest reports that its still running the default clocks.

Sorry about the images. GS is acting up again.

I know with my 4870 X2 it doesn't even go from it's energy saving clock speeds to full speed until I go into a full screen game.

May be different though.
