Why is every COD4 server hardcore?

Modern Warfare 2 is starting to appeal to me more and more, simply because I know I'll be guarunteed to find a players that aren't playing with mods or on hardcore mod. For some reason COD4 doesn't have a whole lot of variety in its dedicated servers. It's just too bad I don't want to pay $60 for MW2.

Exactly as i have said befoe cod4 is filled with modded servers, thats why IW took dedicated servers. They actually did say that!!!dakan45

Yeah I tend to find the same thing with COD4, it's fun for a while especially in the more in closed maps but it gets old fast and degenerates into a game of who sees who first.

Interestingly I can never find many matches of hardcore mode in mw2.
