Why the difference in upload speed

This may not exactly be about hardware but it has to do with my computer and it's the most related forum I could find:

This is a weird problem I wanted to know the answer to. When I go to speedtest.net using chrome, when it's checking my upload speed, it almost gets to .4mbps but then it suddenly drops to .23mbps in the last seconds and gives me that reading. Though, when I use firefox and do the same thing, it says my upload speed is .4mpbs.

Why the difference? Is it chrome?

Well I do find chrome to be slow and problematic so I'm guessing that chrome might be causing a bit of the problem.

Chrome is still new, and I think it just recently got out of its first beta, Firefox has been around for ages, we are at version 3.5.2 now.

I guess google hasn't still got all the problems or minor bugs worked out.

As the other user posted, it could be a problem with the Chrome browser. Who is your ISP?

Part of it is the browser and how it is configured, part of it could be your TCP/IP settings as well.
