Wifi problems, need expert help on this interesting scenario.

I got called to a coworkers house last night to help get their friend on their wifi network. Of course, this isn't any friend, but a chinese exchange student of course :) So its dang near impossible to navigate through windows XP without knowing chinese, but I managed to get into the wifi connection and check all the settings that were possible to me. No dice. The american laptop sitting right next to him on the table is seeing 5 networks from around the area, his is seeing none. It is a newer intel AGN wifi card, but it wont pickup this G network I created for him. Do you guys have any ideas? Any standard in China that would be set/configured in the windows wifi settings? I feel really bad that I couldn't get this working for the kid, but I'm kinda stuck when I can't read what I'm looking at for configurations (and his enlish isn't the best, so me walking him through this is out of the question as well). And just to rule out the dumb question, yes the wifi card was 'enabled' and turned on.

Since you didn't specify it, I'll only mention that most WIFI cards, especially intel, will install their own WiFi manager that supersedes the built-in windows utility. Are you sure you checked the right WIFI Manager?

Also, is the Wireless Zero-Config service on?

If Intel Wireless Manager (I think its still called Proset) is installed, try removing it - you can modify the installation to remove Proset without removing the actual driver.

I tried looking for another manager, but it seems it was running straight off windows. I toyed around with the items int eh taskbar but nothing brought up a client. Its a tough one, as the kid as very poor english and can't read back to me whats on the screen. I think I'm just going to have them buy a new USB card and use that. I hate when people ask me to do sidework, it never EVER goes smooth. Of course, they are always some awesome scenario like this one.
