I have a i5-2300 at 2.8Ghz / 3.1 GHZ Turbo Boost. I would like to upgrade my GPU, but I don't know if my CPU would cause a bottleneck, or not.

That CPU will be fine for some time. Developers are usually forced to keep their engines light on resources because of the weak CPU's in consoles...
Depends what you're upgrading your GPU to.
It is in the title. I'm looking to get a GTX 760, or 770 GPU.
I was just worried that clock rate of 2.8Ghz would be on the low side for those GPU's.
What motherboard do you have? You can overclock your CPU by increasing your system bus speed, but it depends largely on the quality of motherboard that you have, and also the amount of bios options that it features...
On the same subject, I have a stock i7-920. If I went for a 280x would I be fine? Gaming at 1920x1200.
