It's a well balanced PC, PUBG is playable but maybe it will stutter with 8GB RAM. You can add more later of course.

Stutter?... I play PUBG every other day and have not had any stutter what so ever with 8GB RAM.

4 core Intel CPU's and 8GB RAM is more than enough for this game and a GTX 1060 will be able to play this game with ease at 1080p Ultra 60FPS, the game has come a long way since its release even with all the issues it has.

The lack of RAM will definitely show in PUBG.

Ram MAY be an issue, id mainly focus on CPU though as for that really has an affect on high end games.

You can play most of the games at good FPS. But I will reccomend you if you can then buy i5 or Ryzen 5 instead of i3 it will definitely boost your gaming as well as PC performance. But if you to go with i3 then also it will give a good gaming experience.

Yes, you can play the games on your system and all you have to need is a strong Internet connection. If, in case, you face any issue regarding the router, you can conduct an Internet speed test that will tell you the exact status of your Internet speed. You can also check the Internet speed test for what you are paying for. If it is not satisfactory, then reset the router following the steps given on https://linksysroutersupportnumber.com/how-to-reset-recover-change-linksys-router-password-or-login/ and get a better Internet connection.
