I think it would be really cool if a talented modder undertook this kind of a project, if it's even possible.

Like I think it would be cool to take the empire engine and re make total war Rome on it, like keep the environments etc. but change the units and time line etc.

Does anyone else think this would be a great idea, or does anyone know if it would even be doable?

It is, but that would be a new game and not something that you can do in just a few years. Nobody would do it.

Using another game's assets in a mod is ILLEGAL (this is why some of the projects like Oblivion: Cryengine 2, and Halo: Cryengine 2 were stopped). You'd have to manually re-create everything. That's one of the reasons I love the modders, cause they bother spending their time doing all of that just for us.

P.S: Actually there have been plenty of mods like that, but for other games.

Yes but fortunately the loop hole would be that they are just making a Roman mod for Empire... not Rome TW 2.0 and at the same time omggggg Oblivion in cryengine 2 sounds sooooo freaking awesome.

Anyways I think people tried this for Medieval 2 and I think in a way it would be a lot easier to do it with Medieval 2 because the melee combat is something that's quite awkward in Empire, where as Med2 would have all the animations you'd need minus a few.

The example the TC talked about was more like Black Mesa: Source though. The reason why the examples you mentioned was stopped was because they were mod remakes of games from different developers rather than a mod of a previous game from the same developer and franchise.
