Would ram hold me back?

I just got a brand new motherboard and psu, a 8800gtx and a Core 2 duo 2.40, but I thought my old ram would work (it didnt') so I only got one 512mb stick. So basically I only have 512 ram right now, and Oblivion should supposedly work at all settings maxed with the new card and processor, but it doesn't. Would ram cause this? Also, my processor should be able to multitask like nothing else, but it's a little sluggish with several windows open. Again, would the low ram level be causing this?

Return that 512MBs and get a gig of memory. (1x 1GB would be better than 2x 512MBs because you'd have more room for adding more ram in the future)

Return that 512MBs and get a gig of memory. (1x 1GB would be better than 2x 512MBs because you'd have more room for adding more ram in the future)

RAM is likely the cause of all that - too many textures in Oblivion will completely overload your RAM, and since your computer is likely using up more than half of that just by keeping the operating system and virus scanner going, you're going to run into frame-rate issues very quickly. Same thing goes for you and having multiple windows open. Your system needs more RAM - for a machine like yours, I wouldn't recommend anything less than a 2x1GB configuration, which should cure any frame-rate and multi-tasking issues you have. I've got the same processor as you do, with a weaker graphics card (X1900XT) and 2x1GB of RAM. I can run Oblivion at 12x10 with most things turned all the way up (I turned off grass and grass shadows - grass makes it hard to see dropped items and short critters anyway), and I've yet to run into any serious frame-rate issues.

My other pc has a 6800GT and a pentium 4 3.20 and runs Oblivion at high detail. It, too, has only 512mb of ram. Why is it that my new one takes so much more?

1024 x 768 and high details work on my other pc, but even running it at 800 by 600 and lowest detail bogs right down on this one.

As mentioned in the other thread you started regarding the same problem the OS has a huge impact, Vista is a system hog.  Your RAM is the minimum suggested for Oblivion and vista eats into that big time.  Try turning off all the bells and whistles in vista to improve your performace a bit!
