World PvP was unbalanced, but interesting and often entertaining, a match between the overwhelming numbers but underwhelming tactics of the Alliance and the few, the proud, the Horde. Because it was a cooperative experience (at least on my PvE server), there was a measure of civility between the two sides--if you wanted to keep the fight going, you couldn't be too much of a jackass. Eventually you'd learn which players to watch out for and which ones were worthy of respect. PvP was fun.
Then the Battlegrounds came out and PvP was put into a cage at the end of a three hour queue. People (including me) defected to the Horde to balance things out a little, but a host of new problems kept popping up: the druids in thelevel 21-30 bracket issue, people dinging before entering the BG, and of course the proliferation of Free Action Potions and other ways to purchase victory. To top it all off, there is a very limited number of ways you can capture a flag three times. PvP got boring.
Then there was the rank overhaul which removed the irritation of trying to keep your rank each week, but in turn transformed the entire PvP experience into another grind. Now that there's less community among PvPers than ever thanks to cross-realm Battlegrounds, and worst of all, the PvP rewards don't compare to the Four Hour Raid Dungeon gear. There simply is very little incentive to PvP anymore. PvP is pointless and tedious.
On the upside, Warhammer Online is coming out in a few months, and they've had time to look at how much WoW PvP sucks and hopefully avoid the same mistakes.
