Carl will obviously win in a physcal battle, but Tommy will win if they are to run a city. Tommy is the smartest among all GTA main characters. He is also one of my favorite computer character of all time.
Dont be fooled by my name - Tommy Ver-freakin-cetti would win. He's the best character GTA ever had, I think it would please alot of people to get to play as Tommy again. I like CJ alot too though, obviously.
