Just raise the voice of mothman and woodgolems and ONLY bribe them. you may lose the first few court sessions but eventually all mothmen and woodgolems will love you and you can pass any bill without bribes
When you lose a courtsession and leave without persuading by force the next time you enter the court the deoms will still remember what you gave to them so on the long run they will just keep liking you more and more. Giving anything to theyr oposite partys neutralizes that effect.
