If the game is progressive-scan enabled, then yes it does. Otherwise, you simply get the step up from using a better cable: here's the order in terms of picture quality:
HDMI > Component > S-Video > Composite > RF.
However, only HDMI and Component cables are capable of presenting 480p or higher.
