Final fantasy 12 question!

Hmm this is a very noobish question, i just started playing FF12, and most of my members are lv 10s, but why does Vaan have no MPs? it just says 0/45, even after i use the save point, so he can't cast spells and can only attack during fights, do i have to buy a license for it or something o.o?

You probably equipped the manufactured magacite, or the dawn shard, unequip it, I don't how it helps anyway.
