If you have not played Resident Evil 4 yet, that is the game to get. It is the most replayable game ever. I have played it at least 10 times each on both the Game Cube and the PS2. It never gets old. If not RE4, then get Devil May Cry 3 Special Edition.
As to your list:
I would pick NFS:MW. Pros: extremely fun, cop chases, lots of customization. Cons: the campaign is not too short, but it isn't extremely long either; there are 2 player modes--but there is no 2 player free-play mode.
My 2nd choice would be DQ8. Pros: also fun, extremely long game, DragonBall Z character design, cute monster design, fun mini games and side quests. Cons: voice acting (especially the fat guy that says "cor blimey" every 2 seconds); old-school fighting system, grinding; main character has no personality (he is a silent character who never talks).
GH3 and RB are also fun if you are into rhythm games. Keep in mind that RB requires lots of space for the drum set. (Personally, I prefer playing the drums over playing the guitar).
Onimusha DOD is OK. It just doesn't feel the same as the older Onimushas to me. I prefer Demon Siege or Onimusha 2.
SC3 is a great game if you are into fighting games. A friend of mine who loves fighting games has been playing this for months and he never gets tired of it. You get lots of customization and a great fighting system as well as some OK mini games.
I never played DC2. I did play the first Dark Cloud and hated it. The dungeon crawling was overly repetitive and unimaginative. And I despised the fishing mini game. From the reviews, DC2 seems like it would just be more of the same, so I would definitely pass on it.
If you are going to pass on Black, I don't see why you would pick up COD3. IMO Black is the better FPS on the PS2.
