You can only use it at specific places where there is a statue holding a glowing green orb. Then you press R1 and L1 and the same time to activate the amulet. If you go to the items menu and select the amulet it should tell you which buttons to press. It's been a while since I played the game so I might be wrong about the buttons, just double check in the item menu.
First of all u have to be near a statue with a green glowy thing. Once you are facing it and are within range, the green thing should really start to illuminate. Then, hold down l1 and r1 at the same time, and walah the screen turns green and time slows down for 10 seconds or so. Sometimes it gets frustrating to work, like you just end up blocking or something, so what i would do is hold down l1 first, and then while its still held down push down r1 and it should work.
