But I remember that in KH1, there were game-engine, texted, nonvoiced cutscenes that played out like in Zelda, with scrolling text. In KHII:FM+ there must be some cutscenes like that. But will the text be all in Japanese? Does anyone own this import game and know if there is an option for English text?

What do you mean? This game was out for a while in Japan now. I want to import it but I am afraid of the text cutscenes being in Japanese. This game will never come out in US.

Other than that, if you've played KH2, you shouldn't have too much trouble playing through in Japanese. The Gamefaqs translation guide is very helpful when it comes to figuring out all the abilities.

yeah what he said and if you are familiar to the commands in KH then you can easily play Final Mix+ ^^ there's no change in the story really but the additional quests is fun to play and beating OrgXIII so many times is great!(although i had said this last time... >.>)
