I think that all depends on you. The Lisence Board allows you to customize characters however you choose. You can build up a character for greater strength, magic pwr, or a balance, according to your preference. I prefer to build up characters together, not just 3. What happens if you have to swap your good characters for a bunch of weak ones. I recomend that you specialize each of your characters so that you have a heavy hitter, a black mage, a white mage, a switch hitter (decent in magic and physical attacks), etc. That way each character will be useful for a given situation. Penelo is the strongest if you take full advantage of her mage capabilities. She can do 9999 damage on multple enemies with various spells. Basch is all about beef. Equip him with elemental weapons and can easily deal 9999 damage per hit. Vaan is third in my party, a slightly weaker version of Basch. Strangely enough Fran can be a force with a double handed weapon. Weaker with bows. Ashe is 5th as she is the only one with a short sword and shield. I tried her as a mage (staffs and mystic armor) and its still visible that she is second to Penelo. All my characters are evenly leveled btw. Balthier is still primarily a support character, he use swords well but I stick to guns since they have 100% accuracy and don't care for defense.
