My cousin is wanting to get a backwards compatible PS3 but as we can no longer get a new one that can would importing a 80gb version work? Or should we start looking for a 2nd hand 60gb

Depending on what region your in you should be able to get a 80 gig fairly easy now or in the very near future. Or if you happen to get lucky enough to find a 60 gig that you could pic-up.

In the UK. For importing one I know some people who I can transfer the cash to and they could buy one then post it over its what I did with my DS so getting one from the US will be no problem as long as the shops actually have one

The 80 GB NTSC model has the same limitations as the 60 GB PAL model. All emulation is done using software. For the highest level of backwards compatibility you need to get a NTSC 60 GB model (or if you can suffer its limitations the 20 GB model). You need to be aware though that a US PS3 can only play US PS2/PS1 games, etc.

You may want to do some checking first because some things are region locked on the PS3.

They have removed backwards compatibility from the PAL regions by moving everything to the 40 GB. There is no reason to think it is ever coming back. If you want limited BC get a 60 GB PAL model.

PS2, PS1, DVD, and Bluray are region locked. Bluray region codes are different for UK (2) and US/Japan(1).
