can you go were ever you want when ever you want in assasins creed 2joegarno you can't go wherever you want unless you are at the end of the game. You will unlock certain parts of the cities as the game progresses.
In a sense its kinda like GTA. You can't go to another Island because a bridge isn't built or cops will pwn you, etc... However there is still a ton to explore...
The simple answer is yes. But you unlock more areas as you play, so it won't be until the end that you can go everywhere.
