And everybody knows that Gears of Wars is made by Micrisoft. So yeah.... I really think that Microsoft would be very happy to make any Gears of Wars game for Sony.

and NO, i don't think Sony will make another God of War game for the psp. They havent even released one on the PS3 yet (soon though). by the time they make another God of War, it will be time for a psp2 i think.
Although I would hope for another one, they left themselves no room to move in regards to the storyline, it ended right as GoW starts, so they'd have to do a prequel of the prequel, might be stretching it a little. For the sake of the franchise, I'd like to see it end with GoW3 and not milked to death.
