Who knows. I also have high speed internet. When I play Call of Duty 4 it says I have one bar one second, then full bar the next. As long as you aren't lagging you should be fine.
It really depends on your IP. Some cable internet connections tend to vary depending on time of day or the number of people on the same line using the internet or watching TV programs. I have DSL service here and it stays constant all the time (maybe because it's on a dedicated line and not shared with my home phone). Sometimes the speed is higher than cable is when traffic is high on the cable service but then sometimes it's only slightly slower than cable service (not very much difference at the slow times).

Well I assume that the bars correlate to connection speed not quality, since you are wired. So it means that according to the game you have a very slow connection. Shouldnt cause any problems, but if it worries you, look into a better service. Optical internet is becoming quite popular and is incredibly fast.

The speed is constant because DSL is not a shared network connection like cable broadband service is, so you are not affected by the traffic of other internet users in your neighborhood like you would be with cable.
But back to the question, the bar rating in COD is most likely a measure of ping speed or latency, which is not the same thing as bandwidth or download speed. It has more to do with how efficiently and quickly your ISP can handle traffic in two directions (both the upload and download of data). So even though you may feel your internet is quick when using a web browser, you aren't really using two-way communication as much as you would with an online game.
