Beginning of Vapirism (Oblivion)

It's just a normal disease. I don't know if it effects your skills, but it should be listed under current effects and spells. A simple cure disease potion or going into a chapel and praying at the alter will remove it.

Is one of the effects weakness to fire?

Yes. But weakness to fire & sun are really the only weaknesses IMO... and depending on your character, not major weakneses (though inconvenient sometimes if you're not a strong healer). There are a lot of status enhancements compared to the negatives... and there is a sidequest to cure yourself if you want to go back to playing regularly.

Think he was wondering if there were any side effects while it's in the disease form before becoming a full vampire. Something that would say, "hey you got a vampire disease, go cure yourself"

And status change would be under current spells or attributes in a color red.
