I don't mean to sound nasty but so many people ask this!
Theres going to be a lot of people coming onto this forum saying the name of a game which is clearly not good for short time play because it's the only psp game they have. There is no need to ask this on a forum. Either you get a highly rated game or dont get one at all because games arent created to give you a tiny bit of fun, they are supposed to give long lasting enjoyment. Most modern day games aim to be immersive so much that you will spend hours and hours non stop on them!
There really is not any games which you could say are good for just picking up and playing for a few minutes so just look out for good games in general. To name a few:

metal gear solid portable ops plus (insanely fun online)
Tony Hawks Underground 2 Remix (lots of extras and game modes. Great replay value and stupidly large game! One of my favourites)
Silent Hill Origins (wooooow, its good. Creepy, fantastic graphics and fun!)
