There a a lot of racing games on the PSP, I would say its a matter of personal opinion about which is better. But, I really enjoy the Need For Speed games.........Except for the last one, ProStreet, that sucked. Test Drive Unlimited is great too.
I totally recommend Flatout:Headon. There is the easy arcade type mode, then theres the career mode. You can upgrade your car, buy new cars, etc. and for $20 at most, great deal. If you dont already own Flat out, get it.
