not sure for that price range.  With headphones, you pretty much get what you paid for.  just go to the store and ask a sales associate what they recommend for that price.

For that budget you are looking at a basic Senheisser versus Sony headphones.  The basic Sony ear plug phones comes with a bass boost.

As ArmoJan said, there won't be too audible a difference.  I kind of think it's pointless to spend too much on noise cancelling headphones for the PSP/mp3 device.

If you want louder sound then consider going with in-ear headphones that create a seal just as an earplug does. These work much better than noise-cancelling technology because they don't require additional batteries and they don't create a 'noise' to cancel out other noises. However, you're looking at a much more expensive purchase. I believe the JBL Marshmallows create a seal and are around $70. I'm only familiar with the high-end types from Shure and those can reach $500. But let me tell you, if you are an audiophile, it is well worth the cost.

those are what I use and the sound great but they usually sale for $40-50 .... put on a pair of these and you can bearly hear anything around you but the games, movie, or tunes you're listening too will sound great.

in the sub 25 range there are some good sounding earphones ...... but they aren't the best. I had a pair of these and they offer good sound

Look for JVC marshmallows.  They cost about 20 bucks and deliver pretty decent sound quality and lots of bass (muddy unclean bass, but it's bass) when you get a good seal.  Although loudness should not be a major concern, unless you are deaf.
