Hard to say considering I haven't paid full price for any of my PSP games...but I would have to say The Warriors if I have to choose.

Burnout: Dominator and Burnout: Legends are both 20 dollers now, Legends is an awesome game, im going to pick up Dominator sometime next week.

i would say the warriors, is a short game but it is too good ive played the story like 4 tims i love the animations and the slang of the characters . besides u can also unblock a lot of things by doing the bonus objetives, and its pretty cheap not sure but i think u can get it for 20.

Surprised nobody mentioned Syphon Filter Dark Mirror yet. Picked it up for $15 at bestbuy, very good game so far.
